Steve Witkoff said the United States will mediate working-level talks between Ukraine and Russia in Abu Dhabi on November 10 and 11.

A senior U.S. official told Reuters that it will be Special Envoy Steve Witkoff and Jared Kushner who are expected to go to Abu Dhabi to represent the U.S. at these talks. The last time the U.S. mediated a trilateral session was in February, before the war with Iran, the Guardian reported. But the two sides are a long way apart on terms.

Two weeks ago, the Kremlin confirmed the date for three-way talks with the US to work out a security system for Russia and Ukraine after the war. Witkoff met with Putin in St. Petersburg on October 21.

Kushner participated in the meeting with Putin via video conferencing, Ushakov said. A US official told the Associated Press that Witkoff and Kushner proposed a technical-level meeting of the three parties and briefed Putin on talks Witkoff held a day earlier in Oslo with Ukrainian President Volodymyr Zelensky and European leaders. Ushakov said the Oslo proposals contained little of real value, though he later called them a step in the right direction.

Ukrainian President Volodymyr Zelensky expressed support for a quick restart of negotiations. Zelensky said the agenda was to end the war and prepare for a leaders’ meeting. However, he warned that Moscow had promised negotiations before and then canceled them.

Additionally, American negotiators will hold talks in Brussels this week, involving officials from France, Germany, the U.K., the European Union and NATO to discuss issues related to security guarantees for Ukraine and post-war security architecture of Europe as well as economic plans for reconstruction of Ukraine.

At the White House on October 20, President Trump told reporters, “We want Zelenskyy to make a deal. We’ve given a lot to Ukraine. We’ve gotten absolutely nothing back except grief, death, tremendous monetary loss.”

Witkoff said Washington wants to build on the progress made in Kyiv, Oslo, and St. Petersburg toward a comprehensive, durable peace agreement.
