From merely requesting weapons, Zelensky is transitioning to recruiting allies for a war he wants all of Europe to be waging.
After a bilateral meeting with Polish Prime Minister Donald Tusk, on the sidelines of the Carpathian Eight (C8) Summit, President Zelensky spoke to the press and summarized his views of the war that he is prosecuting, and wishes the rest of Europe to wage as well.
“Our enemy is Russia — for Ukraine, for independence, for democracy. And if this is about democracy, about Europe, then it is a common enemy for Poland as well. In such cases, we need unity not only with Poland, but with all of Europe. First of all with Poland, because we are big neighbors and we must be friends.”
The phrasing and framing are all his own, and he has used this “democracy vs. authoritarianism” framework before in order to extract billions of dollars from Western governments who would normally have no reason to get involved in a border dispute between two countries in Eastern Europe. Now, in order to get Poland — and through it, all of Europe — to get more involved in the war, he is selling the same bill of goods, with the added wrinkle that Poland is on the “front lines” of a “civilizational” conflict against Russia.
The Carpathian Eight Summit unites Ukraine, Romania, Poland, Slovakia, Hungary, the Czech Republic, Austria, and Serbia. Zelensky used the stage to promote the Carpathian Initiative — his vision of an integrated, pro-Ukraine European bloc with Warsaw as its eastern anchor.
During his talks with Tusk, they discussed unity, bringing the war to an end, and Poland’s newest aid package, which Zelensky publicly praised.
Poland is one of the few countries wholeheartedly supporting Ukraine. It is therefore in Zelensky’s best interests to rely on Warsaw in order to pull the rest of Europe deeper in — and to keep them committed when the West is growing tired of the war and American attention has shifted elsewhere.
What Zelensky is doing is coalition-building for an escalating conflict. By insisting that this is Europe’s war and that democracy itself is at stake, he is making it increasingly difficult for governments across the continent to pull back. Any government that considers de-escalation or diplomacy is framed as surrendering democracy — not just territory.
This is how global wars start — through the accumulation of shared enemies, new mutual obligations, and the reluctance of national leaders to back down from a confrontation they have been maneuvered into joining.
His runway is not getting shorter. He is paving it longer.
