A new 64-page report from the conservative watchdog Capital Research Center has pulled back the curtain on a $638 million left-wing election infrastructure — one that doesn’t flow through PACs, super PACs, or any of the donor disclosure channels voters actually see. It hides inside tax-exempt charities.
The report, titled “The ‘Charities’ Influencing Elections: 2024 and Beyond,” was obtained exclusively by Breitbart News ahead of its Monday release. Researchers examined the financial records of 83 of the leading 501(c)(3) voter-registration and get-out-the-vote organizations and found they collectively spent $638.7 million during the 2024 election cycle — a 30 percent increase over 2020. While traditional PAC spending fell by roughly 20 percent after inflation, tax-exempt “charitable” election spending surged.
The report traces the entire architecture back to a 2015 plan revealed in leaked emails belonging to Democratic operative John Podesta. One email, sent by the president of Swiss billionaire Hansjörg Wyss’s private foundation, laid out a $100 million strategy using 501(c)(3) vehicles to register millions of voters. Edits in the original document showed passages about “beating Republicans” and “reshaping the electorate” had been quietly removed.
CRC President Scott Walter says, “This report follows the money and shows us a coordinated system that controls how we vote; where we draw our voting district lines; how we elect our Presidents; and eventually who holds power in our government.”
This system is connected. One of the more significant players, the Everybody Votes Campaign, raised over $75 million in 2024 and distributed funds to several organizations including Field+Media Corps. Seven employees of Field+Media Corps later became defendants in a case brought by the Pennsylvania Attorney General, and allegedly submitted thousands of fraudulent voter registration forms in Pennsylvania’s contested districts.
This network does not end with voter registration. The report documents $118 million in Census-related spending — an effort CRC links to Census errors large enough to have shifted two congressional seats from Republican to Democrat-leaning states. Another chapter follows $66 million poured into a Virginia redistricting ballot measure that George Soros-linked groups bankrolled, which would have turned a narrow 6-5 Democratic congressional edge into a 10-1 advantage. Virginia’s Supreme Court later invalidated the resulting map.
The dark-money pipeline runs through familiar names: George Soros’s network, the Tides Foundation, the former Arabella Advisors umbrella, and Pierre Omidyar’s Democracy Fund, which launched a $155 million initiative to push donors toward 501(c)(3) election groups before Election Day.
Billionaires name their political apparatuses “nonprofits” to give themselves cover from the rules that govern other political spending. Donor names stay hidden. The machinery stays out of plain view. Ordinary Americans are told their elections are safe — while a half-billion-dollar machine operates behind the nonprofit veil.
CRC is calling on Congress, the IRS, and state attorneys general to investigate. The question is whether Washington is willing to look.
