On Monday, Jared Kushner and Israeli Prime Minister Benjamin Netanyahu parleyed on the next steps for the Trump administration’s plan to resolve the Gaza conflict. Each agreed that the first move would include a militarily overseen transfer of Hamas weapons to a general in the U.S. military.
This was the outcome after over an hour of discussions in Jerusalem that included U.S. Ambassador to Israel Mike Huckabee, former British Prime Minister Tony Blair, and Trump peace envoy Nickolay Mladenov. The meeting followed a separate round of talks between Kushner and Hamas leadership in Egypt.
A senior Israeli official told NBC News that Netanyahu and Kushner agreed there would be no aid to Gaza reconstruction until Hamas fully disarmed. Netanyahu also agreed to emergency measures to address the sanitation and environmental conditions in the enclave.
In a statement, Netanyahu’s office confirmed the establishment of two working groups: the first focused on disarmament and demilitarization of Gaza; the second on sanitation, clean water, and public health. Both sides agreed the disarmament piece must be “prompt and completed” before any reconstruction begins.
Netanyahu made clear the IDF would not redeploy from Gaza but would continue to “thwart” threats to Israeli troops and civilians. The prime minister previously rejected Trump’s 15-point plan — which called for an Israeli withdrawal alongside Hamas disarmament — and his position has not shifted: no IDF pullout until Hamas is “genuinely” disarmed.
Netanyahu faces growing pressure ahead of Israeli elections in October. His coalition government relies on far-right factions who will not accept any deal short of Hamas’s total destruction.
Kushner told Fox News separately on Monday that US-Iran dialogue across all levels is “probably more robust than it’s maybe ever been,” indicating American diplomacy is working simultaneously on multiple fronts across the region.
The Trump Administration’s Board of Peace is the mechanism through which Washington has worked to break the Gaza deadlock, pulling Hamas, Israel, and regional actors to the table. The appointment of a US military general to supervise Hamas weapons handover — if implemented — would mark the most concrete American on-the-ground role in Gaza since the conflict began.
