President Trump confirmed Monday that North Korean leader Kim Jong Un has responded to his diplomatic outreach — and described the response as “very positive.” The development comes one day after Trump ordered the Pentagon to substantially reduce joint U.S.-South Korea military exercises, a decision with far deeper roots than the foreign policy establishment is willing to acknowledge.
Asked by Oval Office reporters why Kim had not responded to Trump’s request for a conversation, Trump replied: “How do you know he hasn’t responded?” Pressed further, he confirmed, “Yeah, he has,” and described the exchange as “very positive” before declining to elaborate.
The drill cancellation is not simply about cost or diplomatic optics. Trump named it himself. “We have 39,000 soldiers over there, guarding you from Kim Jong Un, your next-door neighbour, and you’re not going to help us on a very easy military operation in Iran. That’s strange,” he told reporters. The thread runs deeper than Iran. Yoon Suk Yeol — the pro-American, anti-CCP South Korean president who declared martial law in December 2024 after warning that his country’s election integrity had been compromised by CCP-linked networks — is now in prison with a life sentence. The government that jailed him is the same government that told Trump no on Iran. Trump is not ignoring that connection.
Trump posted on Truth Social Sunday evening that the Ulchi Freedom Shield exercises are “not only costly… but send a signal that is totally inappropriate and hostile, to a Country that, as long as Donald J. Trump has been President, has been unthreatening and respectful.” The foreign policy blob heard a cost complaint. Trump was saying something else entirely.
The Trump-Kim relationship has a real track record. The two men met three times during Trump’s first term — in Singapore, Vietnam, and at the DMZ, where Trump became the first sitting American president to step onto North Korean soil. After the 2019 Hanoi summit ended without a deal, Kim still sent personal condolences following the 2024 assassination attempt on Trump. Since Trump returned to office, North Korea has not conducted additional nuclear tests and has dialed back its bellicose rhetoric targeting American cities. The results are what they are.
Analysts note that Kim is in a stronger negotiating position now than he was in 2019. Pyongyang will likely take its time before responding publicly. But the channel is open, and Trump is using it — while simultaneously withdrawing the security subsidy that Seoul has taken for granted for decades without reciprocating.
The establishment view holds that every American security commitment must be honored unconditionally, regardless of what allies do or don’t do in return. That arrangement has drained the Treasury and overextended the military for a generation. Trump is done with it. Whether a fourth summit happens or not, the recalibration is already underway — and Seoul’s CCP-aligned political class has nobody to blame but itself.
