Russia’s Federal Security Service announced Wednesday morning that Pavel Durov — the billionaire founder of Telegram, one of the world’s most widely used encrypted messaging platforms — has been formally charged with aiding terrorism and placed on Russia’s international wanted list, per AP and Bloomberg. The FSB accused Telegram’s administration of knowingly failing to remove “numerous channels, chats and bots” that are “actively used by Ukrainian intelligence agencies, terrorist and extremist organizations to prepare and coordinate acts of sabotage and terrorism, mass murder, and cyberfraud” within Russia. If convicted, Durov faces up to life in prison under Russian law.
The charges represent a dramatic escalation in the Kremlin’s long-running campaign to bring the internet under its full control — a project that began in earnest after Russia launched its full-scale invasion of Ukraine in February 2022. The FSB claims that Ukrainian security services used a popular dating chatbot operating on the Telegram platform to recruit Russian citizens for sabotage and terrorism operations inside Russia. According to the agency, 46 users of the chatbot — ranging in age from 12 to 22 years old — have been detained across Russia since July 2025 for offenses including assaulting law enforcement officers and arson, per AP News.
Durov himself has been bracing for this moment. Earlier this year, he announced publicly that Russian authorities had opened a criminal investigation against him and accused them of “fabricating pretexts” to restrict access to Telegram as part of an attempt to “suppress the right to privacy and free speech.” Durov left Russia years ago and now holds dual UAE and French citizenship, making physical extradition unlikely — but the wanted-list designation means that if he travels to any country with an extradition treaty with Moscow, he could theoretically be seized and handed over.
The geopolitical timing is not coincidental. Telegram has become the single most important real-time battlefield information channel of the Ukraine war — used by soldiers, commanders, military bloggers, ordinary citizens, and international journalists alike. Ukrainian intelligence services have, by all credible accounts, made extensive use of the platform for coordination, recruitment, and psychological operations inside Russian territory. Telegram’s refusal to hand over user data or remove channels at the Kremlin’s demand is precisely why Moscow is furious.
What distinguishes the Durov situation from garden-variety state censorship is the context in which it is unfolding. France arrested Durov in 2024 and charged him with failing to cooperate with law enforcement over criminal activity on Telegram — charges that were eventually dropped under a negotiated resolution. Now Russia, at war, is invoking terrorism statutes against him. The message to tech executives everywhere is unmistakable: in a world of permanent geopolitical conflict, neutral platforms cease to exist. Every technology company becomes a battlefield, and its founder becomes a liability to whichever side demands cooperation and doesn’t get it. Durov had the audacity to say no to both Paris and Moscow. Only one of those governments is currently putting him on a wanted list for life imprisonment.
It is speculated Durov negotiated a back door to Telegram technology with Western intelligence operatives during his arrest in France as the charges were negotiated away Russia wants the same, as well as a say in who gets to use Telegram’s advertised privacy features.
