Missouri State University Been Training Chinese Communists In Business

Missouri has voted strongly Republican since the 2000 election. A red state! How nice. Not exactly. Look deeper.
The Missouri State University, a tax-payer-funded institution like all state schools, has been offering an MBA program to Chinese nationals. Their website seems to be proud of that:

It’s that last line to which I call your attention. “Global citizen scholars.”
Since the year, 2000, MSU HAS TRAINED OVER 1,500 CURRENT AND FUTURE MANAGERS FOR CHINESE STATE-OWNED ENTERPRISES AND GOVERNMENT BODIES – INCLUDING THE DEFENSE INDUSTRY – BY THE YEAR 2018!!

The amount that US Taxpayer’s have been spent on this runs into the tens of millions of dollars, or more, says Strategy Risks, a business intelligence firm focused on global risks which is based in New York City. I believe it has to have been much more.
The estimate of taxpayer funding rests on the most detailed figures available, which appear in a recruiting presentation from the Chinese Agricultural University, according to the report.
A report, “Heartland For Hire,” from Strategy Risks, provides the first public accounting of several MSU master’s programs that have “trained more than 1,500 current and future managers for Chinese state-owned enterprises and government bodies” since the programs began in 2001.
Graduates from these MBA and Executive MBA programs have gone on “to senior roles in China’s defense industry, strategic supply chains, and surveillance-technology sector”—including those sanctioned for aiding the People’s Liberation Army and providing technology to Russia for its war against Ukraine.
However, the report notes that the materials Strategy Risks found gave “conflicting accounts of the program’s finances.” Public recruiting materials for the MBA program describe “different prices, subsidy arrangements, and responsible payers.”
This bears repeating:
A publicly funded university in the State of Missouri, USA, provided a steady flow of business training to the Chinese Communist Party for over 20 years. The ads for the program still appeared on Chinese websites as late as 2024 – when DJT took office for the second term. During his first, you will see he placed this on a watch/special licensing list. By 2015, 107 finance positions from the Aviation Industry Corporation of China (AVIC) system entities had completed the MSU MBA program, according to the report.
AVIC is “China’s primary state-owned aviation and defense conglomerate,” which the Department of War designated as a “Communist Chinese military company” in June 2020, and an Executive Order from the Trump administration “prohibited Americans from holding securities in any company on that list.”
( Don’t you just wonder if the MSU faculty and staff have invested?)
One graduate of the MSU MBA program, already a senior manager for the Chinese company when he took his degree work, became Party Secretary, Chairman, and Legal Representative for the AVIC International Financial Leasing Co., according to the report.
AVIC is a key weapons exporter, and over the past 20 years, it has thrived “at the center of China’s military aviation buildout,” and is “a participant in defense-industrial networks linked to major international conflicts and human rights abuses,” the report indicated.
AVIC trainees enrolled at MSU seem to have studied “a conventional business curriculum,” per the report. However, AVIC valued the program more for credentialing purposes than for the actual classroom content. Was it their point of pride that they are “putting one over” on America? Or is China giving credit to the superiority of American education?
A spokes-traitor for MSU said the the students studied a ‘conventional business curriculum’ with no evidence of espionage, intellectual property theft, misconduct, false affiliations or complaints of harassment. Students admitted to the program were required to comply with all student visa regulations administered by the U.S. State Department,” the spokesperson from MSU told the DCNF.
Whoopee. They got a visa. With the confidence level I have today in higher education, I doubt if these “educators” would know espionage if it bit them in the back side. Sorry.
Other graduates went on to senior roles in China’s “strategic supply chains and surveillance-technology sector,” according to the report.
The report further says that the Chinese Communist Party controlled the admission process for the MSU MBA program, according to the report. Candidates were required to be formal CCP members cleared for travel overseas.
This MSU MBA project began in 1999, we are told, when leadership of the Chinese party-state’s State Economic and Trade Commission (SETC) came to the U.S. searching for MBA programs that could train Communist party managers,.
One Chinese graduate of the MSU program served their country as director and vice president of a leading Chinese artificial intelligence and voice-recognition company, which the U.S. Commerce Department placed on the Entity List in 2019 “for supplying voiceprint and voice-recognition technology to Xinjiang security bureaus as part of China’s mass surveillance system targeting Uyghurs and other Muslim
minorities.”
Donald Trump was President of these United States in 2019.
The “Entity List” is a trade restriction list published by the U.S. Department of Commerce’s Bureau of Industry and Security, which includes foreign persons, entities, or governments that are subject to specific license requirements for the export of certain U.S. technologies. It aims to protect U.S. national security and foreign policy interests by restricting access to sensitive technologies.
The Presidents of the United States during the time the MSU program was in full swing was Bill Clinton, George W. Bush, then Barrack Hussein Obama. None of those three placed such cautions on this education of foreign nationals.
Apparently, just the opposite.
Jim Baker, MSU’s then-Vice President, received the Chinese “Friendship Award” in 2012, (Obama) according to the report. The “Friendship Award” is used “to cultivate foreign nationals who advance Chinese state interests, and that recipients in such networks ‘unequivocally serve national party goals.’” Baker visited China over 100 times on behalf of MSU.
The MSU MBA program has a partnership with Liaoning Normal University in China which was established with “formal approval from the Chinese Ministry of Education and the MSU Board of Governors” in 2000, and is still in operation. Those enrolled who qualify are able to transfer to MSU for the completion of their degrees.
Through it all, Missouri is considered a good Republican state. BUT, WAIT! There is another..
UTAH has similar, the Jon M. Huntsman School of Business at Utah State University.
“The mission of our China program”, USU states, “ is to provide students with a rigorous understanding of economic and finance literacy, develop future leaders in business, and promote global vision by expanding Utah State University’s educational opportunities across international borders. Currently the Department of Economics and Finance has approximately 900 Chinese students working on a USU economics degree (International Economics and Trade Emphasis and Managerial Economics Emphasis) at four separate academic institutions.”.
Utah is a red state, a “deep” red state and the second-most Republican state in the U.S. behind Wyoming. Utah has voted Republican in every presidential election since 1968. Guess this all is OK with Mitt.
