Kirill Dmitriev, Putin\u2019s special envoy for investment, declared in a recent interview that the United States and Russia are discussing a much wider palette of business opportunities, and he claims that the U.S. Treasury Department has asked for his fund\u2019s help with the diesel deal.<\/p>\n

In video remarks that circulated on X this week, Dmitriev outlined the various types of goods and projects he said that Russia would continue to supply to the United States, in addition to uranium. These, he said, would include fertilizers, aluminum and rare earth metals, as well as \u201cArctic projects, energy projects and LNG projects\u201d that he said were currently under discussion with the American side.<\/p>\n

Russian Direct Investment Fund (RDIF) CEO Kirill Dmitriev said in the same video remarks that the Russian fund will be involved in processing payments for diesel fuel and in overcoming \u201cpurely tactical issues\u201d for the sale, as requested by the U.S. Treasury Department. That is his account, and we could not find a Treasury statement confirming the request. What is on the record is that the Treasury\u2019s Office of Foreign Assets Control issued General License 135 on October 9, authorizing transactions related to the sale, delivery, offloading and importation of Russian-origin diesel fuel.<\/p>\n

He said the U.S. law, known as the Lindsey O. Graham Sanctioning Russia and Iran Act, signed by President Trump on September 18, \u201cundoubtedly harms joint Russian-American projects.\u201d He said the law, due to come into force in two days\u2019 time, is increasingly recognized in the United States as \u201cthe wrong law.\u201d The law calls for a 500 percent duty on Russian goods, subject to exceptions, and would introduce a large number of other restrictions. However, Trump used the very same law\u2019s waiver authority to certify to Congress that waiving of duties and most of sanctions\u2019 provisions would be in the national interest. The waivers would remain in place until either the President or Secretary of State decides on further steps.<\/p>\n

Dmitriev suggested that the growing criticism from Ukraine of potential deals between Russia and the United States \u201chas finally begun to have very significant consequences.\u201d He said the hostility of the Ukrainian side \u201chas effectively and significantly worsened relations between Ukraine and the United States.\u201d He added that \u201cwe see President Trump\u2019s reaction to this criticism.\u201d<\/p>\n
