Healthy debt typically trades within a tight band near par.<\/p>\n<p><a data-image-external-href=\"\" data-image-href=\"https:\/\/assets.zerohedge.com\/s3fs-public\/inline-images\/oracle%20project%20jupiter.jpg?itok=Sr0TezAK\" data-link-option=\"0\" href=\"https:\/\/assets.zerohedge.com\/s3fs-public\/inline-images\/oracle%20project%20jupiter.jpg?itok=Sr0TezAK\"><\/a><\/p>\n<figure role=\"group\" class=\"caption caption-img inline-images image-style-inline-images\"><img decoding=\"async\" alt=\"\" data-entity-type=\"file\" data-entity-uuid=\"22117037-c05b-473b-bdea-acfae87a1ed4\" data-responsive-image-style=\"inline_images\" height=\"333\" src=\"https:\/\/assets.zerohedge.com\/s3fs-public\/styles\/inline_image_mobile\/public\/inline-images\/oracle%20project%20jupiter.jpg?itok=Sr0TezAK\" width=\"500\" \/><figcaption><em>Oracle&#8217;s massive Project Jupiter data center in New Mexico.<\/em><\/figcaption><\/figure>\n<p><\/p>\n<p>What makes the price slide from par in just a few months especially concerning is that the 1,400-acre data center campus in Do\u00f1a Ana County <strong>is at the heart of Oracle\u2019s landmark $300bn contract with OpenAI to provide computing power. <\/strong>The marquee project secured $18Bn of loans from a consortium of banks late last year to kick-start construction, <strong>along with billions of equity investment from Blue Owl.<\/strong><\/p>\n<p>According to the FT report, efforts to offload the debt to a broader group of investors have hit a wall due to concerns around Oracle\u2019s massive borrowing and declining creditworthiness. The debt secured a private investment-grade rating from credit rating agencies but that&#8217;s largely thanks to the SPV structure which is synthetically boosting the project&#8217;s overall credit rating (<em>as <a href=\"https:\/\/www.zerohedge.com\/markets\/inside-bottomless-pit-definitive-look-trillions-debt-funding-ai-supercycle\">discussed previously<\/a><\/em>).<\/p>\n<p><a data-image-external-href=\"\" data-image-href=\"\/s3\/files\/inline-images\/Project%20Juipter%20SPV%20org%20Chart%20-%20with%20loan.png?itok=URw5Nu-p\" data-link-option=\"0\" href=\"https:\/\/cms.zerohedge.com\/s3\/files\/inline-images\/Project%20Juipter%20SPV%20org%20Chart%20-%20with%20loan.png?itok=URw5Nu-p\"><img loading=\"lazy\" decoding=\"async\" data-entity-type=\"file\" data-entity-uuid=\"ee5b04cd-f600-4d23-adef-fa61eb43918a\" data-responsive-image-style=\"inline_images\" height=\"370\" width=\"500\" class=\"inline-images image-style-inline-images\" src=\"https:\/\/assets.zerohedge.com\/s3fs-public\/styles\/inline_image_mobile\/public\/inline-images\/Project%20Juipter%20SPV%20org%20Chart%20-%20with%20loan.png?itok=URw5Nu-p\" alt=\"\" \/><\/a><\/p>\n<p>Indeed, as Barclays wrote in its latest credit report on ORCL, despite the overall improvement the bank has seen in the credit, one area that remains less comfortable is &#8220;<em><strong>the timeline for its data center projects, particularly for those that have faced setbacks such as New Mexico\/Jupiter<\/strong>.&#8221;<\/em><\/p>\n<p>And amid the growing grassroots pushback to data centers, the market is also turning increasingly less comfortable, with the company&#8217;s <a href=\"https:\/\/www.zerohedge.com\/markets\/oracle-rises-after-cloud-revenues-beat-thanks-massive-capex-soaring-debt\">gargantuan debt load <\/a>is not helping.<\/p>\n<p><a data-image-external-href=\"\" data-image-href=\"\/s3\/files\/inline-images\/ORCL%20total%20debt_0.jpg?itok=35umAgqd\" data-link-option=\"0\" href=\"https:\/\/cms.zerohedge.com\/s3\/files\/inline-images\/ORCL%20total%20debt_0.jpg?itok=35umAgqd\"><img loading=\"lazy\" decoding=\"async\" data-entity-type=\"file\" data-entity-uuid=\"f6dc5762-7ff1-41dc-a80e-cfa759d9f7b9\" data-responsive-image-style=\"inline_images\" height=\"294\" width=\"500\" class=\"inline-images image-style-inline-images\" src=\"https:\/\/assets.zerohedge.com\/s3fs-public\/styles\/inline_image_mobile\/public\/inline-images\/ORCL%20total%20debt_0.jpg?itok=35umAgqd\" alt=\"\" \/><\/a><\/p>\n<p>Oracle\u2019s corporate credit rating currently sits <strong>just one notch above junk <\/strong>following a downgrade from S&amp;P in July. That, together with the recent meltdown in lower-rated AI credits, meant that <strong>banks were now forced to hold more Oracle-linked project debt on their balance sheets than initially planned. <\/strong>And judging by the trajectory of Oracle&#8217;s CapEx, which is now growing at an explosive pace, they will end up holding <em>much more <\/em>in the coming months.<\/p>\n<p><a data-image-external-href=\"\" data-image-href=\"\/s3\/files\/inline-images\/orcl%20capex_1.jpg?itok=jNPQGuG8\" data-link-option=\"0\" href=\"https:\/\/cms.zerohedge.com\/s3\/files\/inline-images\/orcl%20capex_1.jpg?itok=jNPQGuG8\"><img loading=\"lazy\" decoding=\"async\" data-entity-type=\"file\" data-entity-uuid=\"e99255b6-ff11-4403-ac04-3531088a810c\" data-responsive-image-style=\"inline_images\" height=\"309\" width=\"500\" class=\"inline-images image-style-inline-images\" src=\"https:\/\/assets.zerohedge.com\/s3fs-public\/styles\/inline_image_mobile\/public\/inline-images\/orcl%20capex_1.jpg?itok=jNPQGuG8\" alt=\"\" \/><\/a><\/p>\n<p>Separately, Oracle\u2019s 82-year-old co-founder Larry Ellison abruptly cancelled a $7.5Bn share-trading plan last weekend, just one day after unveiling it, without explanation.<\/p>\n<p>One thing that is very clear is that the market is not giving the company much if any credit for its massive, if questionable, backlog, which has been made possible only thank to the company&#8217;s even more massive debt spree.<\/p>\n<p>Oracle\u2019s stock has plunged 50% since it unveiled its $300bn deal with OpenAI a year ago.<\/p>\n<p>And if the massive debt wasn&#8217;t enough of a problem, Project Jupiter has faced its own share of delays due to fierce local opposition over concerns about its impact on the local area\u2019s water supply and air quality. The project was initially going to be powered by 2.2 gigawatts of gas turbines, <strong>but the state land office blocked a request to run a natural gas pipeline to the data centre.<\/strong><\/p>\n<p>In April, Oracle announced that it would power itself with Bloom Energy fuel cells, which emit less sulphur and nitrogen oxides, but permission to connect a pipeline to feed these was also blocked.\u00a0<\/p>\n<p>The project\u2019s air permit application was paused in August after lawsuits from two environmental groups, although a judge said the process could continue on Thursday.\u00a0<\/p>\n<p>Deb Haaland, New Mexico\u2019s Democratic gubernatorial nominee and a former US Interior secretary, <strong>said she would pause all new data centres if elected in November and require developers to heavily invest in renewable energy.\u00a0\u00a0<\/strong>State filings show Oracle donated more than $12,000 to her campaign in late August.<\/p>\n<p>It is not clear how a moratorium could affect the company\u2019s sites, although it would like lead to even more delays.\u00a0\u00a0<\/p>\n<p><em>\u201cBig Tech\u2019s mantra may be \u2018move fast and break things\u2019, but here in New Mexico, we do things our way,\u201d <\/em>Haaland said in a press conference.<\/p>\n<p>Comparable to nationwide trends, a recent poll by New Mexico&#8217;s Albuquerque Journal found that <strong>65%\u00a0of its residents were against the development of large data centres, <\/strong>versus only 20% of respondents supporting such construction.\u00a0<\/p>\n<p>Project Jupiter\u2019s initial phase is as of this moment <strong>at least seven months behind its proposed date to come online, <\/strong>according to market intelligence firm SynMax. It was expected to be completed by November this year.
