However, Republicans now have a plan to get it passed anyway, according to Committee on House Administration chairman Bryan Steil.<\/p>\n<p>\u201cI\u2019d rather pass the SAVE America Act. But recognizing that the Senate might not be able to get that done with the 60-vote threshold, let\u2019s leverage the parliamentary procedure, bring that threshold down to 50, and get some really commonsense reforms done,\u201d he told <a href=\"https:\/\/www.foxnews.com\/politics\/inside-house-republicans-plan-end-run-dem-opposition-pass-trump-backed-voter-id\" target=\"_blank\" rel=\"noopener\">Fox News<\/a>.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">House Republicans are moving to force key election integrity measures through Congress before the midterms \u2014 using the same budget reconciliation process that passed Trump\u2019s \u201cOne Big, Beautiful Bill.\u201d<\/p>\n<p>Rep. Bryan Steil, who chairs the Committee on House Administration, told Fox\u2026 <a href=\"https:\/\/t.co\/kKPJFJ7Pwn\">pic.twitter.com\/kKPJFJ7Pwn<\/a><\/p>\n<p>\u2014 Fox News Politics (@foxnewspolitics) <a href=\"https:\/\/x.com\/foxnewspolitics\/status\/2099540872790786120?ref_src=twsrc%5Etfw\">September 14, 2026<\/a><\/p>\n<\/blockquote>\n<p>Though Steil would ideally like to see major parts of the SAVE Act passed via a reconciliation bill before the midterm elections hit in November, he admitted to Fox News that time is quickly running out.<\/p>\n<p>The network noted that the process required to pursue budget reconciliation \u201cis a lengthy one.\u201d Indeed, it took Republicans half a year just to pass the One Big, Beautiful Bill via reconciliation last year.<\/p>\n<p>For it to work, both the House and Senate must first each pass an initial \u201cframework\u201d that contains \u201cinstructions for relevant committees to enact policies that either spend or cut funding to a specified amount.\u201d<\/p>\n<p>\u201cThose committees pass their portions, then send them back to the House and Senate budget committees to tie them together into one massive bill,\u201d according to Fox News. \u201cIdentical bills must pass the House and Senate before getting to Trump\u2019s desk.\u201d<\/p>\n<p>Steil is mainly aiming to push through two key provisions of the SAVE Act via reconciliation: a proof of citizenship requirement for voter registration, and an ID requirement for casting an election ballot.<\/p>\n<p>\u201cThe House can go as fast as the Senate. And so the frustration that I and others have is the Senate\u2019s not moving as fast as we would like on this,\u201d Steil said. \u201cI actually think there\u2019s 50 votes in the Senate for some of these really commonsense provisions. I\u2019d like to be sooner rather than later, but I don\u2019t control them.\u201d<\/p>\n<p>But it\u2019s not just a matter of moving the provisions \u2014 Republicans must also get the Senate parliamentarian on board. The parliamentarian is responsible for going through the reconciliation draft and weeding out any provisions that don\u2019t adhere to process rules.<\/p>\n<p>\u201cThat means anything that does not impact the federal government\u2019s budget, tax policy, or the national debt is generally removed,\u201d according to Fox News.<\/p>\n<p>Some say the Senate could still technically overrule the parliamentarian.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\"><img decoding=\"async\" src=\"https:\/\/s.w.org\/images\/core\/emoji\/17.0.2\/72x72\/1f6a8.png\" alt=\"\ud83d\udea8\" class=\"wp-smiley\" \/> BREAKING: Sen. This money comes from the Help America Vote Act (HAVA), the 2002 law passed after the Florida recount mess.<\/p>\n<p>HAVA sends grants to states for voting machines, voter lists, accessibility, and general election administration. If Congress changes the conditions on those grants \u2014 \u201cyou get the money only if you do post-election audits \/ require photo ID \/ treat REAL ID as proof of citizenship\u201d \u2014 then the policy change can be argued as a budget item, not just an election rule.<\/p>\n<p>\u201cWe could free up those funds or enhance those funds for states to do those post-election audits, which is a really important part of election integrity,\u201d Steil explained. \u201cYou can do the same in regards to photo ID. Effectively, when an individual gets REAL ID, they\u2019re proving their citizenship.\u201d<\/p>\n<p>The Trump White House reportedly backs this strategy.<\/p>\n<p>\u201cThe White House is engaged.
