President Donald Trump on Monday formally submitted a civil nuclear energy agreement with Saudi Arabia to Congress, starting a 90-day congressional review period as required by the Atomic Energy Act. In the same breath, though, Trump made clear that the agreement will not receive the green light unless and until Saudi Arabia first normalizes relations with Israel.<\/p>\n

The agreement in question, signed by U.S. Energy Secretary Chris Wright and his counterpart from Saudi Arabia, was a civil nuclear energy agreement, meant to enhance Saudi Arabia’s civilian nuclear program. It was designed to allow Riyadh to engage in nuclear activities for peaceful purposes, and contained provisions which would have allowed for some level of uranium enrichment. Such provisions had raised intense concerns of nuclear nonproliferation experts and of pro-Israel groups.<\/p>\n

Sources familiar with the classified document stated that Trump is using civilian nuclear cooperation to try to push for one of his signature foreign policy initiatives: the expansion of the circle of Arab states that are formally at peace with Israel. The normalization of relations between Riyadh and Jerusalem would be a huge development for the administration, and would represent a major breakthrough in the region. However, it is not clear if the requirement for normalization is included in the classified document that was submitted to Capitol Hill as part of the 123 Agreement.<\/p>\n

For the next 90 days or so while Congress is in session, President Trump’s nuclear energy agreement with Saudi Arabia will be under review. Once Congress returns from recess, the agreement will be sent to the Foreign Relations Committee and the Armed Services Committee, where senior Republican senators will examine the agreement’s enrichment provisions in particular, given fears of technology transfer to Saudi Arabia and the kingdom’s publicly-stated intention to develop nuclear weapons should Iran get a bomb.<\/p>\n

Saudi Crown Prince Mohammed bin Salman has repeatedly said that if Iran were to obtain a nuclear bomb, Saudi Arabia would seek to develop nuclear weapons of its own in order to achieve parity with Iran. Thus, President Trump’s effort to provide the Saudis with an advanced civilian nuclear power system while at the same time forcing them to become the 14th Arab state to formally make peace with Israel (as part of the so-called “Abraham Accords”) would be a very significant development, in addition to being a very unexpected development.<\/p>\n

By waiving the traditional “123 Agreement” gold standard for the agreement with Saudi Arabia, President Trump’s approach is to provide the Kingdom with a nuclear foothold. And, without the full set of nonproliferation guarantees and verifications, it would set a very dangerous precedent and undermine the nonproliferation regime’s credibility. The White House will no doubt argue that this is in the U.S. interests because it will enable the administration to deepen ties with Riyadh and to promote Arab-Israeli normalization.<\/p>\n

But as of yet, Saudi Arabia has not commented on the U.S. president’s demand for normalization, and as for Israel, in a brief statement, Netanyahu’s office said that it was focused on two main issues: the war against Iran and the country’s internal politics.<\/p>\n
