human influenza infection with &#8220;the potential to cause a pandemic&#8221; to trigger mandatory international reporting.<\/strong><\/p>\n<p><strong><a data-image-external-href=\"\" data-image-href=\"\/s3\/files\/inline-images\/WHO_80.jpg?itok=8ROLU6z7\" data-link-option=\"0\" href=\"https:\/\/cms.zerohedge.com\/s3\/files\/inline-images\/WHO_80.jpg?itok=8ROLU6z7\"><img fetchpriority=\"high\" decoding=\"async\" data-entity-type=\"file\" data-entity-uuid=\"9c1fdeb8-f8d0-4fb2-8a06-c6b2de597018\" data-responsive-image-style=\"inline_images\" height=\"281\" width=\"500\" class=\"inline-images image-style-inline-images\" src=\"https:\/\/assets.zerohedge.com\/s3fs-public\/styles\/inline_image_mobile\/public\/inline-images\/WHO_80.jpg?itok=8ROLU6z7\" alt=\"\" \/><\/a><\/strong><\/p>\n<p>&#8220;Evidence of illness is not required for this report,&#8221; WHO states in its latest Influenza at the Human-Animal Interface assessment, which covered July 8 through August 7, 2026.<\/p>\n<p>WHO says countries must &#8220;immediately notify WHO of any laboratory-confirmed case of a recent human infection caused by an influenza A virus with the potential to cause a pandemic.&#8221;<\/p>\n<p>Then, immediately afterward:<\/p>\n<p>&#8220;<strong>Evidence of illness is not required for this report<\/strong>.&#8221;<\/p>\n<p>The statement raises an obvious question: If evidence of illness is not required to set off a chain of events that could trigger authoritarian international pandemic response, what evidence is required?<\/p>\n<p>WHO points to a &#8220;laboratory-confirmed&#8221; finding.<\/p>\n<p>But WHO&#8217;s own influenza laboratory manual shows that such determinations are made using real-time RT-PCR tests.<\/p>\n<p><strong>But PCR does not directly observe a virus.<\/strong><\/p>\n<p>It measures fluorescence (the amount of light emitted) from test chemicals mixed with a sample.<\/p>\n<p>WHO describes PCR methods using fluorescent dyes and probes carrying a fluorescent reporter and quencher.<\/p>\n<p>But fluorescence can also increase through unintended pathways, potentially contributing to a false-positive reading.<\/p>\n<p>Those pathways include reagent cross-reactions, probe cleavage or degradation, reporter or quencher detachment or degradation, optical cross-talk, and changes in reporter &#8211; quencher behavior caused by heat &#8211; which PCR intentionally applies to the sample over and over during testing.<\/p>\n<p>WHO&#8217;s manual confirms that PCR repeatedly heats the test material, including to 95\u00b0C, and that real-time PCR results are evaluated by whether fluorescence rises above a threshold.<\/p>\n<p>It also explicitly acknowledges background signal, contamination, and false-positive results.<\/p>\n<p>The implications are difficult to ignore.<\/p>\n<p>WHO is saying evidence of illness is not required at the gateway to its pandemic-potential reporting system, while the &#8220;laboratory-confirmed&#8221; evidence that can substitute for illness may itself rest on light readings susceptible to false-positive signals.<\/p>\n<h2>Bottom Line<\/h2>\n<p>The world saw what can follow a pandemic determination during COVID-19: lockdowns, business and school closures, masking and distancing mandates, travel restrictions, and vaccination requirements.<\/p>\n<p><strong>WHO now says &#8220;Evidence of illness is not required&#8221; for certain &#8220;laboratory-confirmed&#8221; infections with pandemic potential to trigger international reporting.<\/strong><\/p>\n<p>If nobody has to be sick, and &#8220;laboratory confirmation&#8221;
