Spain’s socialist government is on vacation while Ceuta dissolves. Nearly two weeks after some 70,000 migrants crossed from Morocco into a city of roughly 84,000 residents, the Civil Guard has confirmed at least 15 rapes \u2014 including the alleged assault of a 10-year-old girl by three migrant brothers. Ceuta’s beaches, parks, and public spaces are now unrecognizable.<\/p>\n

Women are leaving. Families are sending children to mainland Spain. One Ceuta mother broke down on live television: “My 16-year-old daughter has to go everywhere with her father or with me because the migrants devour her. I can’t take it anymore. I want them all gone.”<\/p>\n

Prime Minister Pedro S\u00e1nchez remained on vacation as the crisis peaked. The ruling Socialist party maintains the mass crossings are a humanitarian situation requiring management \u2014 not a security crisis demanding a response.<\/p>\n

Residents describe a city transformed beyond recognition in three weeks. Beaches like Trampol\u00edn \u2014 once packed with local families \u2014 are now carpeted in makeshift shacks, garbage, and human waste. Children’s parks across the enclave have been fouled. A Ceuta resident told reporters: “We can’t take our kids to the beach. They are occupied. Full of shacks, people throwing food, full of clothes, feces, urine.”<\/p>\n

Hospitals are overwhelmed. Reception centers hit capacity within days of the initial crossing. The Interior Ministry registered 2,168 unaccompanied minors in Ceuta; child-specific facilities existed for only a fraction of them. EU law requires unaccompanied minors be transported to the Spanish mainland \u2014 a directive now straining Spain’s broader social welfare system.<\/p>\n

Morocco, which controls the border crossing at Castillejos, reportedly facilitated the initial wave. Spain says approximately 70,000 of the roughly 72,000 who crossed have since been returned to Morocco, but an estimated 2,500 to 5,000 migrants remain in the enclave, many camped along the shoreline. A second mass crossing attempt over the weekend was repelled.<\/p>\n

The main opposition People’s Party has demanded the government convene an emergency session with a clear security plan for the enclave. Ceuta’s regional government has called for a delay in the school year’s start date, with parents refusing to send children to institutions that local officials say are contaminated and unsafe.<\/p>\n

Regional security officials acknowledged that more law enforcement officers are needed \u2014 “especially to protect young women,” one official stated publicly. Local police and Civil Guard have increased patrols, but residents say the response has not matched the scale of the disorder.<\/p>\n

In early August, the EU convened an emergency interior ministers meeting after Spain initially claimed no migrants would be permitted to remain. What followed was a chaotic sequence of improvised transfer agreements and legal disputes that left the humanitarian and security situation in Ceuta largely unresolved three weeks later.<\/p>\n

Spain’s feminist political establishment has been conspicuously silent. The women of Ceuta are not waiting for a government response. Many have already left.<\/p>\n
