Spain is being transformed \u2014 and not by the will of its people.<\/p>\n

While Germany, Italy, France, and Denmark have all moved to tighten their borders in response to years of uncontrolled mass migration, Spain’s socialist Prime Minister Pedro S\u00e1nchez is running the opposite play. In January 2026, he used a royal decree \u2014 bypassing parliament entirely \u2014 to grant legal residency status to an estimated 500,000 undocumented migrants. The measure applies to anyone who can prove they lived in Spain for at least five months before the end of 2025 and had filed for international protection. Some analysts believe the actual number of beneficiaries could be significantly higher than the government’s official estimate of 840,000 illegal migrants currently living in the country.<\/p>\n

The decree, agreed between S\u00e1nchez’s Socialist Workers’ Party (PSOE) and its hard-left coalition partner Podemos, was described by critics as the most reckless act of demographic engineering in modern European history. By mid-2026, over 1,300 more had already perished. The death toll is not a humanitarian abstraction. It is the direct consequence of a system that rewards illegal crossings with amnesty.<\/p>\n

Spain’s government claims progress: irregular arrivals to the Canary Islands fell by roughly 70 percent in the first half of 2026 compared to 2025, following bilateral agreements with several West African nations. In Q1 2026, arrivals were down 82 percent year-on-year. S\u00e1nchez has pointed to this as vindication of his approach. Critics respond that the numbers will surge again the moment word of the latest amnesty spreads through the migrant networks \u2014 as it has after every previous regularization.<\/p>\n

The Crime Data Spain’s Government Doesn’t Want You To See<\/h2>\n

In Catalonia, Spain’s most populous region, the data is particularly stark: 91 percent of convicted rapists are migrants, according to the CEU-CEFAS report, yet migrants make up only about 17 percent of the regional population. Spain recorded 5,222 rapes in 2024, according to the newspaper La Raz\u00f3n. A decade earlier \u2014 before the mass migration waves of the mid-2010s \u2014 the figure was 1,239. That is a 322 percent increase.<\/p>\n

Spain’s overall crime rate has risen in lockstep with migration numbers every year. The government has not disputed the statistics. It has simply declined to draw any conclusions from them.<\/p>\n

Bypassing Democracy By Royal Decree<\/h2>\n

The mechanism S\u00e1nchez used to push through the mass regularization is itself telling. Unable to pass the measure through Spain’s fractured parliament \u2014 where his minority coalition depends on the support of regional separatist parties \u2014 he reached for the royal decree, a constitutional tool meant for emergencies. His critics across the political spectrum called it an abuse of executive power.<\/p>\n

Spain’s center-right People’s Party (PP) immediately vowed to challenge the decree in the courts. The far-right Vox party called for mass deportations. Even within the EU’s political establishment \u2014 where S\u00e1nchez had long been celebrated as a progressive standard-bearer \u2014 there was discomfort. S\u00e1nchez wrote in an open letter that these are people who “already play their parts in our day-to-day lives.” What he did not say: they entered illegally, waited out the clock, and are now being rewarded for it. The signal sent to the hundreds of thousands still crossing \u2014 or planning to cross \u2014 is unambiguous.<\/p>\n

The same government that is regularizing 500,000 illegal migrants has also overseen a collapse in Spain’s asylum recognition rate: in 2024, Spain ranked dead last in the EU for granting asylum claims \u2014 meaning it is simultaneously accepting record numbers of illegal migrants while rejecting those with formal legal claims. The incoherence is a feature, not a bug. The system is designed to maximize arrivals, not to apply any principled standard.<\/p>\n

In June 2026, S\u00e1nchez launched a new “Integration and Citizenship Plan” \u2014 another layer of bureaucratic infrastructure designed to absorb and process an ever-larger migrant population. He framed it as evidence that Spain can “capitalize on the opportunities” of migration while maintaining border controls. His own statistics undermine the claim: if arrivals are genuinely down 70 percent, it is because of West African bilateral deals that could collapse at any time \u2014 not because of any structural change in Spain’s attractiveness as a destination for illegal migration.<\/p>\n

The Broader European Context<\/h2>\n

Spain’s lurch toward open borders comes at a moment of historic political shift across the rest of Europe. Germany’s AfD has surged to become the country’s second-largest party on an anti-migration platform. Italy’s Giorgia Meloni has sharply reduced sea arrivals through enforcement. Sweden \u2014 once the most welcoming country in Europe \u2014 has reversed course entirely and now actively deports failed asylum seekers. Denmark’s Social Democrats, a left-wing party, passed the most restrictive immigration law in Danish history.<\/p>\n

Against that backdrop, S\u00e1nchez is not just making a policy choice \u2014 he is making a civilizational statement. He is betting that Spain can absorb unlimited numbers of low-skilled, culturally distant migrants, regularize them en masse every few years, and emerge with its social fabric, crime rates, public services, and national identity intact. Every piece of available evidence suggests that bet is wrong.<\/p>\n

The Spanish people appear to know it. Support for Vox \u2014 the party that most directly opposes S\u00e1nchez’s migration agenda \u2014 has grown steadily. The PP has made migration a centerpiece of its opposition platform. Regional governments in areas bearing the brunt of illegal arrivals, including the Canary Islands, have repeatedly demanded the central government step up enforcement and mandatory redistribution of migrants across regions.<\/p>\n

S\u00e1nchez’s answer to all of it has been to double down \u2014 issuing more decrees, signing more agreements with NGOs, launching more “integration” plans, and dismissing his critics as xenophobes and racists. It is the same playbook that destroyed the European center-left in France, Germany, and the Netherlands. Spain appears determined to repeat the lesson.<\/p>\n

What Comes Next<\/h2>\n

The legal challenges to S\u00e1nchez’s royal decree are working their way through Spain’s courts. The PP has vowed that if it returns to power \u2014 which polling increasingly suggests it will \u2014 it will roll back the regularization and implement enforceable border controls. That process, if it happens, will be slow and painful. Legal residency granted by royal decree is not easily revoked.<\/p>\n

In the meantime, Spain’s borders remain among the most porous in Europe. The West African deals keeping Canary Islands numbers temporarily low are transactional, not structural. The NGO boats continue to operate in the Mediterranean. The asylum processing system remains in administrative chaos. And 500,000 people who entered the country illegally are now, by royal decree, legal residents of the European Union.<\/p>\n

Pedro S\u00e1nchez calls it progress. The Spanish people \u2014 and the rest of Europe watching nervously \u2014 are beginning to call it something else entirely.<\/p>\n
