{"id":638406,"date":"2026-07-20T14:10:00","date_gmt":"2026-07-20T14:10:00","guid":{"rendered":"https:\/\/buglecall.org\/?p=638406"},"modified":"2026-07-20T14:10:00","modified_gmt":"2026-07-20T14:10:00","slug":"texas-puc-approves-ride-through-rules-for-data-centers-2","status":"publish","type":"post","link":"https:\/\/buglecall.org\/?p=638406","title":{"rendered":"Texas PUC Approves &#8220;Ride-Through&#8221; Rules For Data Centers"},"content":{"rendered":"<p><span class=\"field field--name-title field--type-string field--label-hidden\">Texas PUC Approves &#8220;Ride-Through&#8221; Rules For Data Centers<\/span><\/p>\n<div class=\"clearfix text-formatted field field--name-body field--type-text-with-summary field--label-hidden field__item\">\n<p><em>By Diana DiGangi of <a href=\"https:\/\/www.utilitydive.com\/news\/texas-puc-approves-ride-through-rules-data-centers\/825051\/?utm_source=Sailthru&amp;utm_medium=email&amp;utm_campaign=Newsletter%20Weekly%20Roundup:%20Utility%20Dive:%20Daily%20Dive%2007-18-2026&amp;utm_term=Utility%20Dive%20Weekender\">UtilityDive<\/a>,<\/em><\/p>\n<p>The Texas Public Utility Commission on Thursday <strong>unanimously approved rules that will <a href=\"https:\/\/www.ercot.com\/mktrules\/issues\/NOGRR282?_sp=0141a4b1-a9be-4d30-8c70-3cebfbfd629c#summary\">require large computational loads<\/a>, like data centers and crypto-mining facilities<\/strong>, within the Electric Reliability Council of Texas footprint to <strong>stay stable and connected to the grid through disruptions.<\/strong><\/p>\n<p><a data-image-external-href=\"\" data-image-href=\"\/s3\/files\/inline-images\/texas%20data%20centers.jpg?itok=BIxCaTu3\" data-link-option=\"0\" href=\"https:\/\/cms.zerohedge.com\/s3\/files\/inline-images\/texas%20data%20centers.jpg?itok=BIxCaTu3\"><img fetchpriority=\"high\" decoding=\"async\" data-entity-type=\"file\" data-entity-uuid=\"bddea13e-0c0d-484f-8b8e-3d847d8f58a4\" data-responsive-image-style=\"inline_images\" height=\"281\" width=\"500\" class=\"inline-images image-style-inline-images\" src=\"https:\/\/assets.zerohedge.com\/s3fs-public\/styles\/inline_image_mobile\/public\/inline-images\/texas%20data%20centers.jpg?itok=BIxCaTu3\" alt=\"\" \/><\/a><\/p>\n<p>Modern computational loads, Kenteel Engineering said in a June blog, are \u201c<a href=\"https:\/\/keentelengineering.com\/ercot-ride-through-requirements?_sp=0141a4b1-a9be-4d30-8c70-3cebfbfd629c\">engineered to protect extremely sensitive and expensive equipment<\/a>,\u201d and during a voltage dip are programmed to disconnect or enter momentary cessation.<\/p>\n<p>However, this presents a reliability problem, Kenteel Engineering said, as when \u201c<strong>several hundred \u2014 or several thousand \u2014 megawatts of computational load all detect the same sag and drop simultaneously, the grid experiences a sudden, large loss of demand.\u201d<\/strong><\/p>\n<p>\u201cAs LCLs increase on the ERCOT System, similar events would be expected to increase in magnitude and frequency, leading to frequency instability and other reliability problems absent frequency and voltage ride-through requirements,\u201d the Texas PUC rules state.\u00a0<\/p>\n<p>The rules don\u2019t immediately penalize facilities that fail to ride through a qualifying event, Kenteel Engineering noted, but instead put them \u201con the clock\u201d to investigate and report the root cause within 90 days of ERCOT\u2019s request, \u201cdevelop a corrective plan within 90 days of completing that investigation, and implement the approved plan within 180 days unless ERCOT grants more time.\u201d<\/p>\n<p>\u201cOverriding all of that, if ERCOT judges that continued operation poses an imminent risk to local or system reliability, it can order the [large electric load]\u00a0\u2014 and keep it disconnected \u2014 until the Customer demonstrates compliance to ERCOT\u2019s satisfaction,\u201d Kenteel Engineering said.<\/p>\n<p>In comments, the <a href=\"https:\/\/interchange.puc.texas.gov\/Documents\/54445_148_1656289.PDF?_sp=0141a4b1-a9be-4d30-8c70-3cebfbfd629c\">Data Center Coalition argued<\/a> that the PUC lacks the statutory authority to \u201cimpose the binding and ongoing operational requirements contained in [the rules] directly on retail customers \u2014 a category of entity that the Legislature deliberately excluded from ERCOT\u2019s authority.\u201d\u00a0<\/p>\n<p><a href=\"https:\/\/www.ercot.com\/mktrules\/issues\/NOGRR282?_sp=0141a4b1-a9be-4d30-8c70-3cebfbfd629c#keydocs\">Texas Industrial Energy Consumers made similar comments<\/a>, writing, \u201cUnlike Market Participants who must agree to comply with and be bound by all ERCOT Protocols as a condition of participating in the wholesale market, pure retail loads have made no such commitment and have no such obligation.\u201d<\/p>\n<p>TIEC also argued that ERCOT lacks the expertise to \u201cdevelop reasonable operational requirements for complex, costly manufacturing equipment. It is completely inappropriate to give ERCOT the ability to directly regulate businesses who are not participating in the wholesale market and are not otherwise regulated entities.\u201d<\/p>\n<p>In a staff memo from the PUC\u2019s R. Floyd Walker, senior counsel with the commission\u2019s market analysis division, Walker <a href=\"http:\/\/interchange.puc.texas.gov\/Documents\/54445_160_1662495.PDF?_sp=0141a4b1-a9be-4d30-8c70-3cebfbfd629c\">dismissed concerns over the PUC\u2019s authority<\/a>. Those commenters \u201cseem to be working under the assumption that explicitly statutory authority is required,\u201d he wrote. \u201cStaff respectfully submits that delegated authority is sufficient.\u201d<\/p>\n<p>\u201cThere is no debate that voltage and frequency excursions on the transmission network create reliability concerns, which increase with the interconnection of each new large computational load,\u201d Walker said. \u201cAccordingly, if approved by the Commission, the provisions of [the rules] would be within ERCOT\u2019s authority by virtue of that approval.\u201d<\/p>\n<p>Comments from the Texas Blockchain Council argued that proposed mitigation approaches for LCLs, such as the installation of dedicated battery storage, \u201care neither practical nor economical at scale.\u201d<\/p>\n<p>\u201cWhile battery solutions have been suggested, we are not aware of any that have been successfully tested or deployed at the scale required for [LCLs],\u201d the group wrote. \u201cEven if pursued, mandating dedicated batteries for each facility would be unlikely to fully resolve the underlying technical challenges and would impose substantial costs, currently estimated at more than $1.6 million per MW, making such an approach economically prohibitive for most operations.\u201d<\/p>\n<p>ERCOT staff approved of the rules, writing in a market impact statement that they provide \u201cnecessary requirements to reduce the reliability risk posed by LCLs unexpectedly tripping or transferring to backup generation when frequency and voltage excursions within a specified range occur.\u201d<\/p>\n<p>In official comments, ERCOT wrote that LCL loss wasn\u2019t a hypothetical, and <strong>ERCOT \u201chas experienced 28 events involving LCL trips of at least 100 MW due to voltage and frequency excursions since the beginning of 2023<\/strong>.
