WASHINGTON<\/strong> \u2014 Outgoing Director of National Intelligence Tulsi Gabbard on Friday declassified internal intelligence slides that detail a long-running U.S. government program funding a global network of biological laboratories capable of handling dangerous pathogens, including more than 40 facilities in Ukraine.<\/p>\n

Gabbard, who is scheduled to depart her position at the end of the month, described the release as \u201cnew evidence of longstanding United States government funding for more than 120 biolabs in over 30 countries,\u201d with a significant concentration in Ukraine. She accused previous U.S. officials, Dr. Anthony Fauci, and the Biden administration\u2019s national security team of deliberately concealing the program\u2019s scope from the public.<\/p>\n

\u201cNow, despite the obvious potential for catastrophic global impact that research on dangerous pathogens in biolabs can have, politicians and so-called health professionals like Dr. Fauci, as well as entities within the Biden administration\u2019s national security team, lied repeatedly to the American people about the existence of U.S.-funded and supported biolabs,\u201d Gabbard said. \u201cNot only did they lie, they threatened those who attempted to expose the truth.\u201d<\/p>\n

The declassified slides, dated April 23 and publicly released Friday, pertain to facilities supported by the Department of Defense\u2019s Cooperative Threat Reduction program. Launched in the 1990s after the collapse of the Soviet Union, the initiative aimed to secure leftover pathogens and weapons-related materials. In Ukraine, the program has operated since 2005, with roughly $200 million invested to upgrade public-health and veterinary laboratories, according to prior Pentagon disclosures, reported Zero Hedge.<\/p>\n

One of the newly released slides references a prior intelligence assessment indicating that a veterinary laboratory in Kharkiv likely contained dangerous pathogens and was potentially vulnerable to Russian seizure or damage during the ongoing conflict.<\/p>\n

Gabbard linked the declassification to Executive Order 14292, signed by President Trump in May 2025, which prohibits federal funding for gain-of-function research. She said she directed the intelligence community to increase monitoring of such laboratories worldwide. The move is the latest in a series of declassifications issued during her final weeks in office. An ODNI official indicated that Gabbard is also working to release additional documents related to the origins of COVID-19 before her departure.<\/p>\n

The existence of the U.S.-funded laboratories has been a matter of public record for years. The Pentagon has previously published fact sheets on the Cooperative Threat Reduction program, and the U.S. Embassy in Kyiv openly described its activities in 2020. In March 2022, Under Secretary of State Victoria Nuland acknowledged the presence of Ukrainian \u201cbiological research facilities\u201d during Senate testimony, expressing concern that Russian forces might seek to seize them.<\/p>\n

Gabbard\u2019s announcement highlights ongoing debates about transparency surrounding U.S. support for overseas biological research amid heightened global biosecurity concerns.<\/p>\n
