{"id":597884,"date":"2026-05-07T18:05:40","date_gmt":"2026-05-07T18:05:40","guid":{"rendered":"https:\/\/buglecall.org\/?p=597884"},"modified":"2026-05-07T18:05:40","modified_gmt":"2026-05-07T18:05:40","slug":"chicago-suburb-expands-500-per-month-cash-handouts-as-race-based-reparations-program-heads-to-court-3","status":"publish","type":"post","link":"https:\/\/buglecall.org\/?p=597884","title":{"rendered":"Chicago suburb expands $500 per month cash handouts as race-based reparations program heads to court"},"content":{"rendered":"<div><img fetchpriority=\"high\" decoding=\"async\" width=\"1200\" height=\"630\" src=\"https:\/\/americanwirenews.com\/wp-content\/uploads\/2022\/10\/RF-Pexels-Free-Money-1200x630.jpg\" class=\"attachment-facebook size-facebook wp-post-image\" alt=\"\" \/><\/div>\n<p>Evanston, Illinois, announced it will be using up the last of its COVID-era federal funds, expanding its guaranteed income program to give $500 monthly payments to 102 households.<\/p>\n<p>\u201cThis initiative is designed to provide direct financial assistance to help households meet essential needs such as nutrition and everyday expenses, offering a meaningful boost toward stability and well-being,\u201d officials in the Chicago suburb said in a <a href=\"https:\/\/www.cityofevanston.org\/news_detail_T10_R120.php\" target=\"_blank\" rel=\"noopener\">press release<\/a>. \u201cThe program reflects the City\u2019s continued commitment to investing in residents and ensuring families have the resources they need not just to get by, but to thrive.\u201d<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">Evanston, IL expands cash handouts to 102 more families ($500\/month) while its race-based reparations program faces a major federal lawsuit. <a href=\"https:\/\/t.co\/eTH04F33yp\">pic.twitter.com\/eTH04F33yp<\/a><\/p>\n<p>\u2014 Fox News Flash (@FoxNews_Flash) <a href=\"https:\/\/twitter.com\/FoxNews_Flash\/status\/2052358595384053925?ref_src=twsrc%5Etfw\">May 7, 2026<\/a><\/p>\n<\/blockquote>\n<p>\u201cThe Evanston City Council voted Monday night to extend the city\u2019s guaranteed income program to offer $500 per month to 102 families over the next six months to spend down the remaining cash in the program,\u201d Evanston Now reported last month. \u201cThe program is funded by the American Rescue Plan Act through COVID-era federal recovery funds, which must be spent by the end of this year.\u201d<\/p>\n<p>The program has now been expanded to include more eligible recipients who, according to the city press release, must:<\/p>\n<ul data-font=\"16\">\n<li data-font=\"16\">Have a household income at or below 185% of the federal poverty guidelines and either:\n<ul data-font=\"16\">\n<li data-font=\"16\">Be at least 55 or older\u00a0<strong data-font=\"16\">OR<\/strong><\/li>\n<li data-font=\"16\">Have a second-grade student or younger in the household<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>\u00a0<\/p>\n<p>\u201cWe had a lot of spam and it took a long time to get through that,\u201d Alison Leipsiger, the city\u2019s policy and intergovernmental affairs manager, told the city council in April. \u201cOpening it up to everyone \u2026 is nothing we\u2019ve ever dealt with before. It will add an administrative burden. I have no idea what that\u2019s going to look like.\u201d<\/p>\n<p>Meanwhile, Evanston\u2019s separate reparations program is facing legal challenges with an ongoing class-action lawsuit brought by Judicial Watch in 2024 that alleges the program violates the Equal Protection Clause of the Fourteenth Amendment with its race-based eligibility criteria.<\/p>\n<p>\u201cEvanston\u2019s reparations program gives out payments to two categories of people: ancestors, defined as Black Evanston residents who lived in the city between 1919 and 1969, and direct descendants, defined as relatives of the ancestor category. Of the 141 total qualified applicants in the ancestors category, 137 have received benefits totaling $3.47 million,\u201d Evanston Roundtable reported earlier this year.<\/p>\n<p>U.S. District Judge John F.
