Soon after, and pending possible arrest,\u00a0 Butsayev left the country by traveling through neighboring Belarus.<\/p>\n<p><strong>&#8220;Butsayev&#8217;s departure is the first known case of a sitting official of this rank fleeing the country,&#8221;<\/strong> independent journalist Farida Rustamova\u00a0<a data-t=\"{\" href=\"https:\/\/t.me\/faridaily24\/2014\" target=\"_blank\">wrote<\/a>. Butsayev is <strong>&#8220;lucky to have friends who were able to warn him on time,&#8221;<\/strong> one source told the journalist.<\/p>\n<p>Prior to his appointment to the Natural Resources and Environment Ministry in 2025, Butsayev served as CEO of the Russian Ecological Operator (or, Environmental Operator), a state-backed entity with <strong>charge of the country&#8217;s national waste management reforms<\/strong>.<\/p>\n<p>Butsayev has not been formally charged, but he&#8217;s a person of interest amid an ongoing probe of other senior officials for corruption. According to more details in <a href=\"https:\/\/meduza.io\/en\/news\/2026\/04\/30\/vedomosti-reports-russia-s-former-deputy-natural-resources-minister-left-for-us-after-resigning\">Meduza<\/a>:<\/p>\n<blockquote>\n<p><em>In\u00a0late April, several anonymous Telegram channels reported that a\u00a0criminal case had been opened against Yury Valdayev, the administrative director of\u00a0Russian Ecological Operator (REO) \u2014 the operator company of\u00a0the\u00a0garbage reform\u00a0\u2014 on\u00a0fraud charges. Butsayev\u00a0<a href=\"https:\/\/meduza.io\/news\/2019\/11\/22\/uvolen-glava-kompanii-operatora-musornoy-reformy-on-prorabotal-polgoda\" rel=\"noopener\" target=\"_blank\">worked<\/a>\u00a0at\u00a0REO from April to\u00a0November 2019, was subsequently appointed first deputy governor of\u00a0Belgorod Region, and returned as\u00a0CEO of\u00a0REO in\u00a0November 2020, a\u00a0post he\u00a0held until moving to\u00a0the Natural Resources Ministry in\u00a02025.<\/em><\/p>\n<p><em><strong>Criminal cases have also been opened against two other senior REO managers, Yekaterina Stepkina and Maxim Shcherbakov<\/strong>, Vedomosti\u2019s sources say, and Butsayev is\u00a0mentioned in\u00a0the case materials as\u00a0well. In\u00a0what capacity he\u00a0appears there, and what the cases concern, is\u00a0unclear.<\/em><\/p>\n<\/blockquote>\n<p>According to more on\u00a0Butsayev, &#8220;He<strong>\u00a0does not appear on\u00a0U.S., Canadian, British, or\u00a0EU\u00a0sanctions lists<\/strong>, and his current whereabouts are unknown, Faridaily reported.&#8221;<\/p>\n<p>While nothing is currently known or confirmed as to his guilt or innocence in alleged fraud, regional opposition and anti-Moscow media tend to hail any such officials as heroes valiantly fleeing a Kremlin crackdown.
