The majority of the cases surfaced after 2024, coinciding with the rapid nationwide expansion of AI-driven ALPR technology, particularly systems provided by Flock Safety, writes <em>Futurism<\/em>.<\/p>\n<p>Flock Safety, a leading ALPR company, has deployed its cameras in more than 6,000 U.S. cities, with a network now exceeding 76,000 license plate readers. While the company states it maintains internal safeguards against misuse, most documented abuses were reportedly discovered by victims themselves rather than through company audits or police internal investigations.<\/p>\n<p><strong>Milwaukee Case Highlights Risks<\/strong><\/p>\n<p>In one prominent example from Milwaukee, eight-year veteran officer Josue Ayala resigned from the Milwaukee Police Department after he was accused of using Flock cameras to track his romantic partner and her ex nearly 180 times over a two-month period. The victims only learned of the surveillance after one of them checked their license plate on the public auditing site HaveIBeenFlocked.com.<\/p>\n<p><strong>Broader Concerns Over Privacy and Accountability<\/strong><\/p>\n<p>Critics argue the systems create inherent risks due to the vast amounts of location data they collect on everyday drivers.<\/p>\n<p>\u201cThe fundamental problem with these systems is that they place private information about people\u2019s movements over time in the hands of every officer,\u201d said Michael Soyfer, an Institute for Justice attorney involved in challenging ALPR expansions. \u201cWithout the constitutional safeguard of a warrant requirement, that predictably allows officers to abuse their access to these systems for things like stalking romantic partners.\u201d<\/p>\n<p>The technology uses AI to automatically capture and store license plate data, timestamps, and vehicle locations, often feeding into searchable databases accessible to officers. Proponents say it aids in solving crimes and locating stolen vehicles, but privacy advocates warn that weak oversight enables personal misuse\u2014especially given law enforcement\u2019s internal culture of mutual protection.<\/p>\n<p>As ALPR networks continue to expand, experts expect the true number of abuse cases may be significantly higher than the 14 documented so far.
