Greg Abbott after he threatened cutting $110 million in funding.<\/p>\n<p>The drama between Houston and Abbott began earlier this month when the City Council voted to eliminate a policy forcing local police to wait for the arrival of U.S. Customs and Enforcement (ICE) agents when dealing with a suspect with an immigration warrant.<\/p>\n<p>\u201cAn ICE administrative warrant is civil in nature and, alone, does not justify a stop, arrest, or continued detention by local law enforcement, like [the Houston Police Department],\u201d the new policy read, according to local station <a href=\"https:\/\/www.fox26houston.com\/news\/houston-city-council-vote-immigration-ordinance\" target=\"_blank\" rel=\"noopener\">KRIV.<\/a><\/p>\n<p>\u201cIf independent reasonable suspicion of a criminal offense sufficient to justify arrest or continued detention does not exist, the individual must be released,\u201d the policy continued.<\/p>\n<p>The decision prompted an immediate clapback from top Texas officials, including Attorney General Ken Paxton, who filed a lawsuit against Houston Mayor John Whitmire and the Houston City Council:<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\"><img decoding=\"async\" src=\"https:\/\/s.w.org\/images\/core\/emoji\/17.0.2\/72x72\/1f6d1.png\" alt=\"\ud83d\uded1\" class=\"wp-smiley\" \/>KEN PAXTON SUES HOUSTON OFFICIALS FOR ILLEGAL ORDINANCE LIMITING POLICE COOPERATION WITH ICE<img decoding=\"async\" src=\"https:\/\/s.w.org\/images\/core\/emoji\/17.0.2\/72x72\/1f53b.png\" alt=\"\ud83d\udd3b\" class=\"wp-smiley\" \/><\/p>\n<p>Attorney General Ken Paxton has taken decisive action filing a lawsuit against Houston Mayor John Whitmire city council members and the police chief. The city recently passed an\u2026 <a href=\"https:\/\/t.co\/GtmeMA2HWO\">pic.twitter.com\/GtmeMA2HWO<\/a><\/p>\n<p>\u2014 @XTexasGirlX (@XtexasgirlX) <a href=\"https:\/\/twitter.com\/XtexasgirlX\/status\/2044953749060206903?ref_src=twsrc%5Etfw\">April 17, 2026<\/a><\/p>\n<\/blockquote>\n<p>\u201cI will not allow any local official to push sanctuary policies that make our communities less safe,\u201d Paxton said in a <a href=\"https:\/\/www.texasattorneygeneral.gov\/news\/releases\/attorney-general-ken-paxton-sues-houston-officials-adopting-sanctuary-city-policies-designed-limit\" target=\"_blank\" rel=\"noopener\">statement<\/a>. \u201cUnder my watch, no Texas city will be a safe harbor for illegals.\u201d<\/p>\n<p>\u201cThe Texas Legislature passed strong legislation that specifically stops the type of lawless ordinance that Houston adopted. Houston has no authority to ignore the Constitution and the laws duly enacted by the Legislature. I\u2019m calling on Houston to immediately repeal this ordinance,\u201d he added.<\/p>\n<p>Abbott, meanwhile, warned Houston that the new policy violated the terms of $110 million in Texas grants that the city was enjoying.<\/p>\n<p>\u201cCities in Texas are expected to make the streets safer, not more deadly,\u201d Abbott\u2019s spokesperson, Andrew Mahaleris, said in a statement.<\/p>\n<p>The threat was also issued to Dallas and Austin because of similar policy decisions by their left-wing officials.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">Texas Gov. Greg Abbott just went HARDBALL, he\u2019s FREEZING funds to Houston, Dallas and Austin because local Democrats blocked cooperation with ICE<\/p>\n<p>They must comply, or lose TENS OF MILLIONS of dollars.<\/p>\n<p>Defund every sanctuary city nationwide! <img decoding=\"async\" src=\"https:\/\/s.w.org\/images\/core\/emoji\/17.0.2\/72x72\/1f525.png\" alt=\"\ud83d\udd25\" class=\"wp-smiley\" \/> <a href=\"https:\/\/t.co\/jNfc71F3N8\">pic.twitter.com\/jNfc71F3N8<\/a><\/p>\n<p>\u2014 James A Stamulis (@stamulis_james) <a href=\"https:\/\/twitter.com\/stamulis_james\/status\/2045767972522783072?ref_src=twsrc%5Etfw\">April 19, 2026<\/a><\/p>\n<\/blockquote>\n<p>The governor subsequently set a deadline for this Wednesday, saying that the city must repeal the new policy by then or refund $110 million in grants.<\/p>\n<p>When Wednesday arrived, the city, to its credit, decided to modify its new policy<\/p>\n<p>\u201cAfter more than two hours of discussion during its weekly meeting, the Houston City Council voted 13-4 to make changes to the ordinance,\u201d according to the <a href=\"https:\/\/apnews.com\/article\/immigration-police-cooperation-houston-ordinance-aacca812cd8e3ddeb252d37e99e1bde7\" target=\"_blank\" rel=\"noopener\">Associated Press<\/a>.<\/p>\n<p>\u201cThe amended ordinance deletes language that highlighted that administrative warrants \u2014 versus warrants signed by a judge \u2014 that ICE agents use to take individuals into custody are not enough for officers to arrest or detain an individual,\u201d the reporting continued.<\/p>\n<p>Whitmire made it clear in a statement that he felt that the city had no other option.<\/p>\n<p>\u201cWe have no alternative for Houston to survive, prepare for (the World Cup), patrol these neighborhoods,\u201d he said. \u201cWe\u2019ve got to have today the restoration of the $114 million.\u201d<\/p>\n<p>Abbott appears to have accepted the modified policy.<\/p>\n<p>\u201cThis vote is a step in the right direction after Houston leaders put public safety at risk with reckless policies that undermined law enforcement,\u201d Mahaleris said.<\/p>\n<p>But there\u2019s a catch.
